Maintenance and Operations Supervisor

Incumbent is responsible for planning, scheduling and prioritizing assignments from seasonal to long range for accomplishment of cemetery programs and projects for interments, grounds maintenance, marker and headstone setting and maintenance, and facility maintenance operations on a week-to-week basis. Incumbent will be responsible for functional establishment of selected portions of the cemetery's annual operating budget which pertains to field operations. Works closely with the South East District staff to establish and layout new gravesites throughout the cemeteries. Incumbent is also responsible for planning and coordinating the disinterment process and supervising the work to completion. Responsible for establishing, directing and planning a full perpetual maintenance program, including maintenance of existing gravesites, headstones, markers, monuments, trees and turf, buildings, structures and all equipment and vehicles. Uses input from his counter-part Foremen, Grounds Work Leaders, Gardener, and Maintenance Workers to plan daily, weekly, monthly, seasonal and preventative maintenance work schedules to accomplish all field operations. Incumbent works with the Interments Work Leader to plan the daily burial schedule and all related Interments activities. Completes daily gravesite assignments and supervises opening and closing of gravesites. Establishes deadlines, priorities and work sequences for all Interments and Grounds staff. Plans work assignments based upon general work schedules and the methods and guidelines set by the Cemetery Administrator. Provides oversight for maintenance contractor labor forces, meets and negotiates with union officials, and if necessary, assures favorable conduct of labor relations business. Work schedule:
May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Your background must demonstrate work involved in supervising work pertaining to landscaping, grounds keeping, or other related trades experience that includes the use of hand tools and/or power tools, and the safe operation of related machinery and equipment used in cemetery caretaking practices, as described in the duties section of the announcement.

Physical Requirements:
This position requires moderate to heavy physical effort with reaching, bending, turning and moving hands, arms, feet and legs to operate different controls on various types of equipment. Work requires frequent bending, standing, stooping, pushing, climbing, kneeling, walking and exposure to constant vibrations and jolting caused by movement of equipment over uneven and rough terrain and running of other power tools. Position may require lifting and moving moderately heavy objects, weights exceeding 50 pounds with or without assistance. Incumbent must have full use of upper and lower body extremities, as moderate to heavy exertion is required in the operation of large vehicles, equipment and in attaching or removing implements from tractors. Working Conditions:
Work is performed in all types of weather, ranging from hot and humid to wet, windy and cold. Working conditions also include dust, dirt, mud and water. Wearing of safety shoes at all times and personal protective equipment as required by the labels of these products is mandatory. Employee may be exposed to noise levels exceeding 85dBA for up to eight (8) hours per day. This exposure may adversely affect hearing. Wearing of hearing protection that will contain the noise level of 85dBA or below is mandatory while operating equipment. While wearing hearing protection devices, the employee must still be able to hear at a level to perform duties in a safe manner. He/she is required to wear heavy, cumbersome, protective clothing (rubber gloves, safety boots, goggles, and respirator) and equipment in the performance of specific tasks. The incumbent will, at all times, exercise care and caution while performing his/her duties to avoid injury to self, other employees or the public. Wears appropriate personal protective equipment (PPE) as necessary to perform work assignments. Protective clothing and equipment will be worn in keeping with the directives set forth in safety standards for various work tasks, and work accomplished in a safe manner in accordance with VA, NCA and OSHA regulations/polices. Recognizes and reports to the supervisor potential safety hazards concerning any aspect of the cemetery's operation. Work is performed so that neither staff nor public safety is jeopardized.
